How to diagnose it step by step

First, confirm your supply is fully open. Find the backflow preventer (usually a brass assembly above ground near the house or in a box) and check that both ball valve handles run inline with the pipe. That means open.

Walk the whole zone while it runs. Look for wet spots, bubbling soil, or a geyser. That's a broken lateral.

If everything looks dry and the heads still won't rise, count them. An overloaded zone is a real possibility, especially on older or expanded systems.
