Why your refrigerator stops cooling in winter
Here's the short version: if your fridge quit cooling once the weather turned cold, it's probably sitting in an unheated space.
The thermostat that runs your compressor lives in the fresh-food compartment. It measures the air there, and that air gets influenced by the room around it.
When the room drops below about 55F, the thermostat decides the fridge is cold enough on its own. It stops calling for cooling. The compressor sits idle.
The catch is that your freezer relies on those same cooling cycles. No compressor means no cold coil, so the freezer slowly thaws while the fridge section still feels chilly.
That's the classic winter symptom: soft ice cream and thawed meat, but milk that still seems okay. It confuses people because half the fridge looks fine.

What's actually going wrong
The garage effect is the top cause by a wide margin, but it's not the only one. Cold weather also exposes weak parts that limped along in warmer months.
Frost buildup on the evaporator coil is second on the list. The coil ices over, airflow stops, and the fresh-food side warms up. Winter humidity swings make this worse.
A failing thermostat can quit in the open position, meaning it never signals the compressor. Cold ambient air is often the final straw for a marginal one.
The evaporator fan is another suspect. It pushes cold air from the freezer into the fridge, and thick cold-weather grease can seize a worn motor on the first hard freeze.
At the bottom of the list, and the most expensive, is a sealed-system or compressor failure. It's less common, but cold weather can keep a struggling compressor from starting at all.
The good news: the two most likely causes are cheap. The garage effect and frost buildup rarely cost more than a heater kit or a service call.
