Your oven and stovetop are two separate heating systems that happen to share one cabinet. The surface burners have their own elements and switches. The oven has its own bake element, temperature sensor, safety fuse, and control path.
So when the stovetop heats fine but the oven stays cold, the problem lives entirely on the oven side. That's actually good news. It rules out a whole-appliance power failure and points you at a handful of specific parts.
On an electric range, the odds heavily favor a burned-out bake element. It's the part that works hardest, fails most often, and costs the least to replace.

What's actually going wrong
Think of the oven's heat path as a chain. Power comes in, the control board decides to fire the element, voltage runs through a thermal fuse and the sensor circuit, and finally the bake element glows. Break any link and the oven goes cold.
Most breaks happen at the element itself. It's a thin metal tube packed with a heating coil, and it endures brutal thermal cycling every single bake. Over a few years the metal fatigues, cracks, or burns through at a stress point.
The second most common break is the thermal fuse or high-limit safety. This is a protective device that opens if the oven gets dangerously hot. Self-clean cycles, which run near 900 degrees, are the classic trigger.
Less often, the failure is upstream at the control board or a relay on it. The board is the traffic cop that sends voltage to the element, and a burned relay contact means the element never gets its signal.
The temperature sensor can also cause a no-heat condition. If it reads open or wildly wrong, the board may refuse to fire the element at all, usually throwing an error code in the process.
The rare but serious cause is a burned wiring connection. Heat cooks terminals over time. A loose or oxidized connection creates resistance, then arcing, then an open circuit and sometimes a burnt smell.
