What's actually happening
Step flashing is the row of small L-shaped metal pieces where your roof meets a vertical wall, like the side of a dormer or a chimney. Each piece laps over the shingle below it, one per course, so water always lands on top of metal and runs down the roof.
When a piece lifts during heavy rain, that layered defense breaks down. Wind pushes water up and sideways, and it slips behind the raised metal into the wall.
The good news: the flashing metal itself is rarely the problem. It's usually the nails that hold it, the sealant at the top, or a bad install that skipped the proper overlap.
That's why this rates low urgency but not zero. You're not going to flood the living room tonight. You are slowly wetting the wall behind the siding, and that's what gets expensive.
Why step flashing lifts
Start with the most common culprit: a backed-out nail. Each piece is tacked to the wall sheathing with a nail or two, and after 15 to 25 years of the metal expanding and contracting, those nails loosen. The piece stands up, and water gets under it.
Next is failed sealant. A lot of installers run a bead of caulk along the top edge where the flashing meets the wall. Caulk is not a permanent seal. It dries and cracks in 5 to 10 years, and once it opens, wind-driven rain does the rest.
Then there's the install itself. Proper step flashing is woven, one piece per shingle, each lapping the last. If a builder used a single long strip of bent metal instead, it'll lift and leak no matter how many nails hold it.
Wind alone can pry up flashing that's already marginal. If yours only lifts in gusty storms and lies flat in a calm rain, the fasteners are the weak link.
Corrosion is the last common cause. Old galvanized flashing rusts at the fold, loses stiffness, and curls. If your roof is 30-plus years old and never reflashed, expect this.
