The short answer
Cold air pours down an unused chimney because your house is losing warm air somewhere else and needs to pull cold air in to replace it. The flue is usually the biggest, easiest hole for that air to come through.
The physics is called stack effect. Warm air rises and leaks out of your upper floors and attic, which drops the pressure downstairs. Cold outside air rushes down the chimney to balance things out.
So the draft is often a symptom of a leaky house plus a leaky flue, not a broken chimney.
The good news: most fixes are cheap. A gasket rope, a chimney balloon, or a new cap handles the majority of cases for under $100 in parts.
If a fast damper fix doesn't do it, the next step up is a top-sealing damper, which is the most reliable long-term seal for a fireplace you don't use.
What's actually causing it
Start with the damper, because it's the most common failure and the easiest to check. The throat damper is the metal plate you flip open with a handle just inside the firebox.
After 15 or 20 years of heat cycling, that plate warps. Soot builds up on the seat where it's supposed to land. Even closed tight, it leaks air around the edges.
Next, look up. A lot of unused chimneys are missing their cap, either because it rusted out or blew off in a storm. Without a cap, wind blowing across the top can drive air straight down the flue.
Then there's the house itself. If the draft gets noticeably worse when your furnace, clothes dryer, or range hood that's stack effect at work. Those appliances pull air out, and the chimney feeds it back in.
Older masonry chimneys often have no top seal at all, just that weak throat damper deep in the firebox. The whole flue fills with cold air and it leaks past the plate into your room.
Less common but worth ruling out: a cracked crown, gaps around the flue liner, or a prefab fireplace sitting in an uninsulated exterior chase. Those feel like cold, but sometimes it's radiant chill from cold metal, not moving air.
