What's actually happening
Your upstairs fixtures feel weak while downstairs seems okay, and somewhere in the basement or utility room your pressure tank feels dead heavy. Those two symptoms together point at one thing most of the time: the bladder inside the tank has failed.
The tank's whole job is to store water under a cushion of compressed air so your pump doesn't have to run every time you crack a faucet. When the bladder tears or loses its charge, water fills the space the air should occupy. Now there's no cushion.
Without that cushion, the usable water volume drops to almost nothing and your working pressure range collapses. The pump kicks on and off in quick bursts trying to hold pressure.
Upstairs feels it first because it's fighting gravity. By the time water climbs 15 feet, it's already lost 6 or 7 psi. So the second floor is the canary for any pressure problem in the whole system.
The usual suspects, ranked
in most cases this comes down to the tank itself, but not always the way people assume. There's a real difference between a torn bladder and one that's just low on air, and the fix and cost swing hard between them.
A ruptured bladder is the top cause. Water floods the whole tank, there's no air separation left, and pressing the air valve on top gives you a spray of water instead of a hiss. That tank is done.
A lost pre-charge is nearly as common and much cheaper to solve. Even a good bladder slowly bleeds air through the Schrader valve over the years. Drop the charge too far below cut-in and the tank acts waterlogged without being broken.
Don't skip the pressure switch. A switch set at 30/50, or one that's drifted low with corroded contacts, will always leave upstairs weak. It's an easy misdiagnosis because the symptom looks identical.
An undersized tank is the sneaky one. The bladder can be perfectly healthy, but if the tank's too small for a two-story house with modern fixture demand, upstairs starves anytime two things run at once.
Last, and least likely if the whole house sags, is a local clog. Old galvanized risers and gummed-up aerators can throttle upstairs flow while the tank does its job just fine.
