What that permanent haze actually is
If you've cleaned a window three times and the film is still there, you're cleaning the wrong surface. A double-pane window has four glass surfaces, and you can only touch two of them.
The two most common answers: the seal around the insulated unit failed and mineral residue built up on the cavity-facing glass, or hard sprinkler water etched the exterior face. Both are physical changes to the glass. No product on a shelf reverses either one.
The good news is the frame is usually fine. On most windows built after about 1995, a glass shop can swap just the insulated unit and leave your sash and frame in place, which is why the repair lands closer to $350 than to $1,200.
Find the surface before you spend money
Glass techs number the surfaces from outside in. Surface 1 faces the weather, surface 2 is the inside face of the outer pane, surface 3 is the inside face of the inner pane, and surface 4 is the one in your living room.
Surfaces 2 and 3 are sealed. Anything on them is a glass replacement, full stop.
The dry-erase marker test settles it fast. Mark an X on surface 1 and another on surface 4, then step back and look at the window at a shallow angle in daylight. Your eye can pick out which depth plane the haze occupies relative to those two marks.
The reflection test tells you about coatings. Hold a small flame or a bright pen light against the glass at an angle and count the reflections. You'll see four, and if one of them is tinted differently, that pane carries a low-E coating.
If that odd-colored reflection is the one closest to you, your window has a room-side coating on surface 4. Treat it gently from here on out.
- Haze identical from both sides, unreachable: surfaces 2 or 3, failed seal
- Haze visible only from outside, arcs or spray patterns: surface 1 etching
- Haze that wipes away and returns as the glass dries: damaged surface 4 coating or residue
- Haze concentrated at the bottom two inches: condensate cycling inside a failed unit
