Why your crawlspace pipes are freezing
The short version: your crawlspace is colder than the house, and the pipes down there aren't protected enough to keep up.
Water starts freezing at 32F, but pipes usually don't freeze solid until the air around them sits in the low 20s for several hours. That's why a single cold night can catch you off guard.
The cold almost never comes from everywhere at once. It comes from a specific spot: an open vent, a gap at the rim joist, or a bare pipe strapped to cold block.
Find that spot and you've found your problem. Insulate blindly without finding it and you'll be back down there next winter.
The usual suspects, in order
In a vented crawlspace, the vents are cause number one. They're designed to move air, and in winter that air is freezing.
Right behind them is bare pipe. A lot of homes built before the 1990s never had crawlspace water lines insulated at all. Nobody thought about it until a pipe froze.
The rim joist is the sneaky one. That's the band of framing where your floor meets the foundation, and gaps there let wind pour in even with the vents closed.
Fallen floor insulation is the slow-burn cause. Batts sag and drop over the decades, and one winter the pipe that used to have a warm buffer suddenly doesn't.
If your crawlspace is sealed and still freezing, something broke. A vent got left open, a duct came loose, or the encapsulation has a hole. Sealed spaces shouldn't freeze.
