How to diagnose it yourself

Start with the gauge. Thread it onto a hose bib or the laundry faucet and read static pressure with no water running. Under 45 PSI points at the PRV or the incoming supply.

Next, test flow versus pressure. Run one upstairs fixture, note it, then open a second. If pressure only collapses with two running, you've got a flow-capacity problem (undersized or clogged feed), not a static-pressure problem.

Pull the aerators. Every upstairs faucet has one, and showers have a flow restrictor. Grit, rust flakes, or white flux debris in them tells you a lot.

Find your PRV and try a small adjustment. A quarter turn clockwise on the top bolt, then recheck the gauge. If it responds and holds, you may be done.

Finally, walk your basement or crawlspace and identify pipe material. Gray threaded steel is galvanized. Copper is copper-colored. PEX is flexible plastic, usually red, blue, or white.

How old is your house?

Then check the PRV directly, watching whether it holds a set pressure or drifts. A drifting valve is a dead valve.

I trace the upstairs zone for any partly closed valves, because that's the free fix and it's better to find it than sell you a repipe.

Last, a tech looks at pipe material and age. Gray steel in an old house, combined with low flow that only worsens over time, and I'm confident it's galvanized corrosion.
