The short answer
Weak pressure everywhere upstairs, while downstairs runs fine, almost always means you're losing pressure on the climb up.
Water loses roughly 0.43 PSI for every foot it rises. Your second floor might start 4 to 5 PSI behind the ground floor before anything else goes wrong.
So a restriction that's invisible downstairs becomes obvious upstairs. The usual suspects, in order: a worn pressure-reducing valve, corroded galvanized supply pipe, or a valve that's not fully open.
Good news is you can rule out the cheap causes in about 20 minutes with a $12 gauge and a wrench. Start there before anyone says the word 'repipe.'
What's actually going on
The pressure-reducing valve is the most common quiet failure. It's a brass fitting near your main shutoff that knocks incoming street pressure down to a house-safe 50 to 60 PSI.
When its internal diaphragm ages out, it doesn't fail all at once. Pressure drifts down over months, and by the time you notice, downstairs sits at 40 PSI and upstairs is starving in the 20s.
Corroded galvanized pipe is the other heavy hitter, especially in homes built before 1970. Steel pipe rusts from the inside, and the vertical risers feeding upstairs clog worst because sediment settles there.
Technicians have cut open 3/4 inch galvanized that had a 1/4 inch opening left. Water simply can't move through it fast enough to serve an upper floor.
Then there's the boring cause that's easy to miss: a valve someone left half-closed after other work. It costs just enough pressure to hurt the top of the house.
If you've recently had a repipe, add debris to the list. Solder bits and pipe shavings float through and lodge in upstairs aerators and the PRV screen.
